Sorry zagonda I can't confirm if it has since my Tiguan has factory fitted towbar. But many owners have had third party towbars fitted so I would imagine that a pre installed connector is available.
Be aware that the car will need to be coded to the towbar electrics, so choice your installer carefully, others may be able to advise, since one owner has had issues with VW and installer coding.
I would say no they only put wires in that are going to be used, it seems as the factory that makes the looms have modular looms for each component and extra and put them together for the build of each car, must be a nightmare but hay ho
The 2018 Tiguan has the fuses for the tow bar in the fuse board behind the glove box. I would think all cars come with these fuses as they are factory wired and therefore would have some amount of pre wiring ready for the plug and play Westfalia tow bar to be fitted.
However, as previously mentioned, the coding isn't easy, as there are many safety features included with the car when a trailer is plugged in.
